ethernet distributed audio/video in building system

let me through out this scenario. in a rather large building with a solid sysco interenet system, we are discussing approaches to sending audio and possibly video around the building. we have a couple of pa systems where distributing announcements between rooms and maybe being able to see the room activity remotely would be helpful. it strikes me that perhaps using things like ichat we could accomplish this. i was just hit with this question, and it may or may not happen in the building. but if i was tasked to use the buildings (high speed wireless and wired) innternet connections to distribute audio and possibly video, what hardware and software migth make it happen as reliably as possible? and while money isn't tight, i'd prefer a lesser priced solution over an expensive one. mostly it's announcements being transferred, not any finished studio mixes or anything. so while i don't want it to sound like ass, there's no point in getting gearslutty about audio quality for this application. anyone with some ideas about this?

If you already have a good Cisco data ditribution network in place, all you really need are sources, routers and switchers.

This is a good read on it:
