Do converters burn out?

Before I learned about proper gain staging for digital recording I tracked at fairly high levels. On other occasions I would crank-up the input level to record a delicate instrument and then track a snare drum through the same channel forgetting to adjust the gain, so the signal was WAY to hot.
Do these type of events harm converters?

OR, even under normal use do converters degrade with age (assume proper storage)?

I believe they do. If they have capacitors on them..
