Sounds like a very fast tremelo effect (amplitude modulation). It's a bit too square-wavey and clicky sounding for my taste. I wouldn't be surprised if it's a virtual synth, and I didn't hear any rotory speaker or emulator.

I have plugins like Combosistor that could pull off that sound. Or a tremelo plugin could add that effect to a synth or organ. Square wave tremelo can work well sometimes - but some plugins are too perfectly square (sharp on/off) and clicky. The good ones round off the corners of the square wave - and analog circuits naturally are less sharp.

I just listened further to the end, and noticed it became a more extreme stereo panning effect. Easily done with a stereo tremelo/panner plugin. Sounds like the effect was applied to the vocals too. And the acoustic guitar has got into the plectrum tremelo too - it's a tremelo fest.

The problem with gratuitous use of panning tremelo is that the effect disappears when mono'd. It can also be disturbing to some people (e.g. migrane sufferers).

If I feel the need for a tremelo panning effect, I usually use a combination of fast mono tremelo and slower panning effects. That way, even when the listener hears a mono'd version (which definately happens more often that you would think), they still hear the effect. Listeners in the ideal stereo sweet spot get the wider total effect, but there isn't a night/day difference between bizzare modulation and none at all.

Also be aware that stereo reverbs and other effects will wash out a strong panning effect.

That's pretty cool - I like the song and the vocals. It just sounded like a contemporary DAW demo mix to me.

I here a distinct synth portmanto sweep, so i'm guessing this is an early analog synth - or maybe one of those combo organs that had a few synthy sound effects thrown in.

I still think it's a stereo auto-panning effect, but the interesting thing is how they would have synced up the pulse with the toys they had to play with. Possibly this is an example of manual switches being "played" on the console. They certainly had stereo tremelo effects - but most had a free-running LFO that didn't sync to anything.
