Help with making an instructional video

My boss at my "Real" job is wanting me to make a instructional video. I obviously know how to record audio and shoot some video, but what is a good inexpensive program to line up the video with the audio I record. I have SoundForge but I think that is limited what you can do with video. I also have to make the DVD have the choice of listening in Spanish or English. Any direction to some online help on doing it would be great. Getting the opportunity to do something I like to do at my day job is great and I jumped at the chance of doing it. Gearslutz people are the best...

I use Vegas and it's great. But it's not cheap. If you need cheap, head on over to pcmag.com (PC Magazine site) and do a search. They review $100 video editing programs now and then, and you can trust their advice.

If you owned a Mac instead of a PC, you would have iMovie and iDVD installed for free.
Between those two programs, you could pretty much edit and produce your video.

I sometimes wish I started on Mac, but people usually stay with what they know until a heavy excuse not to. I don't dislike Mac, I just haven't had enough of a reason to change. I just talked to my friend and he said Microsoft Movie comes with XP and he says it has the fade in/fade outs I need and then that I can use Roxio also. I think I should have enough programs to do what I need. It doesn't have to be near Hollywood quality, but I want it to have the menus and be somewhat reasonable. The audio is going to sound great though...oh yeah.
