PC Sound Interface Upgrade: Is this a viable one?

I want to upgrade my PC sound interface to something a little more high-end. Currently I have an E-MU 0404 USB... good specs and pres but probably my weakest link in the chain. Instead of buying another "all in one" interface, I'm leaning towards separates. Right now I'm thinking about ordering a Lynx L22 PCI soundcard and FMR Audio RNP preamp. For $1200, would that be a noticeable step up over the E-MU?
