Ultimate Support Tour T Tall + Atlas AD7B + AEA EX-7 = 15 feet high

Not 25 feet, by a long shot, but quite respectable, and affordable!

You can get this with a Manfrotto 13ft stand plus the Manfrotto extension. A but easier-- and you end up with 21ft.

But you can get to 15' with just a Shure S15a ($147). Lightweight and it folds up quite small. When I need taller stands than that (and heavier) I rent from a movie lighting company ("high rollers" etc).

I use a (please don't laugh) on stage studio tripod boom for anything under 15 ft. Its pretty cheap aluminum but I love the flexibility I have with it, so I play nicely with it.

Above that, I have an avenger tall stand that goes to 19.3', then a manfrotto boom that I use in the hinge to boost it up to around 25-30. Works like a charm

I use an Arri Century black aluminium stand with lazy leg for inclines and slopes and either a Arri vertical extension or my Panamic 4 section boom.
That gives 30'
Lighting sand bags essential
C stand very stable even in horizontal boom mode.
Hire from local spark dry hire depot

I would not trust the S15 for more load than maybe a pair of SDC on a not-too-wide stereo bar. I used to own one til the tighteners stripped out. And I do not recall ever using the very top section.
