Though over/under is the only way to go when manually stowing, the spools don't need to be over/under, because they're unwound the same way they're wound. If that whole wind of cable was on your arm, you wouldn't unwrap it the same way - you wouldn't be able to rotate the wound stack the way the spool does, so you'd start feeding it out the side. That would be bad, and that's why you use over/under. But if you're spooling it out the exact same way it went in, you get the same end result with the orange spools as you do with over/under - a flat length of cable on the floor.
