Definitely go for the HD24! You will never need to upgrade it until you get past 24 tracks (then just buy a second one). And while you're coming up with money for mics and preamps you can use direct outs from the house console and other tricks. If you're doing bands or other groups where you're using close to all of those 24 tracks then a stereo preamp might not the best thing to purchase first. You'll definitely want some mics, but start with a decent pair of condensors (best you can afford after the HD24 purchase) to use as audience mics.
