It sounds the tone of his voice is going higher and lower but I don't think the pitch is actually changing

Sounds like a slow filter sweep from low to high and back....

Used in dance music a ton...just usually faster.

Sounds to me like they could be automating the 'Formant' to go higher and lower.

Sound like pitch shift to me. Could be some formant filter in there it too, but I'm not that familiar with them. I don't know if you can go all the way up to chip'n'dale with formant filter? Atleast the illusion is that the pitch is higher.
