7Aliens Catanya is very powerful. Windows-only. On Mac I use Numerology, it's technically a modular step sequencer environment but it makes a nice programmable arp The Proteus 2000 line has an awesome arpeggiator, too, and can sometimes be had for about the price of a plugin lol.

"the best" is pretty subjective, though. Download whatever demos you can and see which you like most.

For editing the Arpeggios or using presets? Good presets in Omnisphere and Nexus 2 and good editing possibilities. Also the Nexus 2 transegate is such a great tool.

native instruments massive is extremely!!! flexible for that sorta thing... it just has a different workflow than other subtractive synths

No.

Logic X has greatly improved the arppegiator in terms of both GUI and implementation.

I see myself using it far more than its version 9 counterpart.

Sylenth1 is pretty easy to use. You can arp any sound and play with the rate pitch octaves at the click of a button
