A google search outghta turn up some songwriting forums.

As for a music theory forum, I'm not sure there's a great demand for internet-geeks to sit around and argue which voice-leading techniques sound best, or how much Beethoven sucked because he used parallel fifths.

Seriously, though, if you're just looking to learn about music theory, go to your local book store and buy a book, or maybe hire a professional for some music lessons - basic keyboard lessons are great, but if you're really serious, check out taking night courses or something at your local community college.
