What is 'Maximum Sustained Level'?

I'm looking at a spec here that calls for Maximum Sustained Level -13 dBFS.
What does this mean? How does one measure this?

Any ideas? It's from a Romanian broadcaster.. peaks are at -9dbfs. I'm curious what 'sustained' means exactly..

I know in the UK you can briefly go over -10dBFS due to the slow integration time on BBC PPMs meaning they won't register over PPM6, I'm guessing it's a similar thing, it's just finding out how long "sustained" is!
