Have you seen audio specs like this before? (Telemundo)

Hi,
Last friday a producer sent me the deliverables of a new project for the Telemundo Network.
Apparently they're using no headroom, allowing peaks reaching 0db.
Have you seen something like this before? I don't get it.

---------------------------------------------------------------------
Audio recording program at 0dB reference level must be:
- Max peak level: +20 dB.
- Average program level shall be: between -10 dB & +10 dB
or:
Audio recording program at 0dB peak reference level must be:
-Max peak level: 0 db.
-Average program shall be: between -10 dB & -30 dB

that's crazy, but then after watching telemundo for a bit, I'm not surprised.

whats the reference level for 0dB? it can't be digital dBFS cause there is no + 10 or +20.

I think they take the analog 0vu as reference.

At the top of the document they say:
-------------------------------------------------------------------
All Program video materials must be delivered in HD[CAM] format as follows:
- All masters must start at TC 00:58:00:00
- 30 seconds of black burst
- 60 seconds of color bars with 1 KHz tone at -20dB (0 vu)
------------------------------------------------------------------

Anyway it doesn't make any sense to me.

that would mean max-peak is 0dB FS and average loudness would be between -30 and -10dB FS.

technically this would makes sense, but its very imprecise and doesn't make sense in practical terms....

i dont see the problem

telemundo audio is fine where we get them

could you all be talking different languages/specs/units

Wouldn't be a problem if they would explain better. How about not telling what the reference is? There's no mention of dbFS, LKFS, you name it.

I asked for a conference with someone at the tech department at TM so they can explain me what they really need. Once I get the data I'll post it back in this thread.

Yes, I did. At that time I talked to different people at the network and they said basically the same:
Maximun peak: -10 dbfs for Standard Definition products.

And that was all! pretty simple.

However you surely know that audio specs for products to be aired in the US have recently changed because of the "Calm act", so bear in mind that and ask for the new updated specs. Your exec. producer could get it for you easily.
I don't have that new specs because it's been a long time since I sent any product to Telemundo.
