Spectral Editing

Anyone have any tips about spectral editing - i.e. removing, shifting, delaying or otherwise manipulating partials for making sound design type FX? In theory it should be possible to do all sorts of interesting and useful things but the only previous experience I've had in this area was with NI's now discontinued Spektral Delay and the results were just smudgy and uninteresting.
I'm hoping to make a red tailed hawk sound like a Wilhelm scream.

IRCAM's Audiosculpt, Izotope's RX, and reNovator are the best spectral manipulation tools I've used. Not sure if Audiosculpt is still in development, but it was certainly the most radical of the bunch. Good luck.

The soundhack stuff is cool too. Also check out TAPESTREA

Its a very neat program that essentially allows you to grab certain elements from any sound from within the frequency spectrum and timeline. It creates its own "assets" with your selection and then allows you to recreate and re-synthesisze each asset in a new timeline with wonderful randomization features. Imagine taking an ambient recording of a specific environment, selecting exciting elements and reworking it to be a new environment.

It takes a little learning to get things working but its fairly straight forwards. If you have used basic spectral repair software then you already know how to do most of the isolation of sounds, the manipulation and re-synthesis is pretty straight forwards.
