trying to get exact frame display of movies in logic

small problem when trying to get exact frame display of movies in logic.

this is my current workflow:

client supplies quicktime to me as h264 25fps movie, (no burnt-in smpte).
i convert this to 25fps photo jpeg codec quicktime movie and drop into logic.
i view the movie on my monitor (i.e. not an external display).

this runs fine, however i have a small but annoying problem:

skipping forwards or backwards frame by frame is ok in one direction, but if i need to go back and forwards over one hit point then the movie does not display consistently.

let me explain another way, if i toggle one frame forward (eg. frame 00.15 to 00.16) , and then one frame back (eg. 00.16 to 00.15) i would expect to see frames like this: 15/16/15/16

but what i actually see is 15/16/16/15/15

tricky to explain, but its like the movie does not update the frames correctly when toggling over a one frame hit point.

this is not a massive problem, but it is annoying. i am never quite sure if i am looking at the actual frame or the one adjacent to it...

i have tried different codecs, always the same. photo jpeg should work ok as it has all the frames represented in the codec.

i run my movies from an external 7200rpm FW800 drive into its own buss on the the macbookpro.
please note, i am not suffering from jittery playback or any other issues, it is just this problem with exact frame display.

if anyone that works with tv or movies has any improvements or suggestions on this it would be much appreciated.
