What is this effect called?

What is the vocal effect called in Linkin Park's "In The End" on Mike Shinoda's rapping verse? Example: when he says "acting like I was part of your propert-t-t-y-y-y." and it kind of st.utters and drags out the last part of his word. Is that a turn table effect or is that some kind of bit crusher?? How can I achieve that same type of effect?

I think there was a similar effect used in The Matrix?

I was working at NRG during the last part of that record. It isn't an effect, it's 1/16th note edits.

Find a syllable you want to do that "effect" to. Set your grid to 1/16th note. Start cutting. There are 2 examples of this in the record. There are edit and nudge samples and there are purely destructive (meaning I'm just deleting info) samples.

Next put in fades. Then find a nice delay/verb combo to smooth it all out. It takes some work to get it right, but that's why Don Gilmore makes the big bucks.

There are granular synths that will do similar things to audio, but this is how it was done in the record.

my Eventide H3000 has that too. stutter up/down or just stutter with no pitch shift. can be triggered by MIDI.

Ahhh, the good old days.
