Monitor Calibration Levels Redux

When one sees specs for proper monitoring calibration levels such as "82dB SPL for a small room or 85dB SPL for a large room" are we talking about the size of the room where one is doing the mix or are we talking about the size of the room where the target audience will be listening to the end result?
