Getting ready to build a dubbing/mix room for television primarily. Can a large LCD/Plasma be substituted for the perforated screen for Dolby certification?

If you mean Dolby certification for film printmasters, the answer is no.

It's true for commercials and trailers as well: 4.3. The picture must be projected onto a screen (preferably perforated or woven) TV monitors are not acceptable.

That being said, when working on TV shows, I don't see the need for a perforated screen and behind-the-screen speakers except to accommodate a large group of clients who would not all be able to fit in the sweet spot of a near-field system. Also, you might want a theatrical style screen and speakers if you are using two mixers. Since they can't both be center, one or both of the mixers will be off axis and have a difficult time mixing to near-fields. However, in terms of getting reasonably accurate monitoring translation in a one mixer setup, I would say you are probably better off with near-fields and a large LCD that is appropriate in size to the width of the sound field. For me it is always a bit strange to be listening to near-fields and watching picture on a big screen. BTW, LCDs are less prone to image burn-in than Plasmas, so I would choose the LCD. Of course, not everyone will necessarily agree with everything I've written, that's just my opinion and preference.

Also, be aware of the considerable delay associated with plasma displays.
