A little problem with latency

Hi there Iv got abit of a problem with my current setup, Im not a pro in anywhich way so do forgive me if i get a little lost.

Basically Im running cubase Le on my laptop (1.4ghz celeron,1gig ram,) and recording audio is not a problem but when I use midi through my M-audio O2 i get severe latency about 1 16th behind the beat at 120bpm.

Is there anything I can do to help remedy this or am I doomed because of my rig?

Any help would be massively appreciated

Is the latency consistent?

Are you using soft synths or hardware synths?
