Can Someone Explain Gainstaging for 2Buss Limiters?

So I downloaded the FabFilter Pro L and was messing with it in Logic on a raging alternative song filled with raucous guitars and drums. Client wants max volume levels.

So...can someone explain:

1 where should your 2mx level be BEFORE applying this plug (or any like it)

2 What is a good place to set the output?

I tried to make sure the levels weren't peaking before using the limiter, and set the limiter for -0.12 db (for no real reason). Then I added 1.4 gain in the plug. But Logic still shows peaks of 2.7 on the master fader.

So....I don't know what I'm doing.

Advice appreciated.
