MultiCore CPU Spikes, does 1 core spike cause crash?

I'm curious about this... I should know but I don't.

If I've got a multicore CPU rig and 1 core hits 100% does it unload the excess into another core, or does it cause a crash?

I try to make it a habit to not have any cores get close to 100% but I'm curious about other people's experience and on what platforms both hardware/software.
