Is there a good free digital vst PPM meter out there?

It's not free, but it is very reasonably priced.

Ok, looks good - I'll try the demo and see.

Grwoing up in broadcast you kind get used to PPMs - never could read a VU!

Well it looks great but the demo makes SawStudio crash every time.

Shame.

zplane pile on.

Full disclaimer, I beta tested for them but was a paying user before that. There meter is my go-to now although I use it more for he 128 settings than PPM these days.
