So you turn on that last plug-in and the puter starts freaking out...

Would that be the memory or the cpu reaching the max?

Most likely CPU.

RAM has an impact on many things, including performance. But DSP power is mostly dependent on CPU if we're talking normal processing and not sample playback.

I agree with Lagerfeldt, usually when I get such problems, it's a tapped out CPU. RAM usage usually suffers from numerous virtual instruments, not plug-ins, assuming we are talking about some sort of native saw setup. On my old P4 setup, there would always be that point I would reach when I added one more plug-in, and the whole thing just stalled and pooped out. Luckily, the new quad-core stuff available today usually makes this a non-issue.
