Low Budget Computer/Midi recording setup on a PC?

How's everybody doing?

I want to put together a recording/midi set up for a friend (Indiana University music comp major, 1971, just now thinking he might want to compose music.... )Think low budget. He owns a PC, which I know nothing about. What would be a good direction for me to go?

1.8 gig celeron
512 RAM
XP Pro
USB 2, NO firewire

My friend is a bass player, who wants to record midi, and print out his electronic compositions if possible (I don't think this'll be that important to him actually). He'd like this keyboard/contoller to be short scale too, if possible. Do contollers generally come with bundled software and everything you need to get up and running? Midi libraries and stuff?

I've been looking at this Line6 TonePort KB37 37-Key Keyboard Controller ($224). This would cover the midi keyboard contoller, as well as providing bass, guitar and vocal inputs. I don't think this comes bundled with recording/midi software though. If I went this route, what would be a good cheap software solution with built in sound libraries?
