youtube and rightsflow...whats it all about

So I'm seeing that Google have acquired a company called rightsflow.

It appears to be a company who manage online content but I'm not quite clear.
Does this basically make content ID available to everyone?

Who knows about it?

So let's say your band practices for 6 months, writes a great song, rents some gear, and pays a little company to film your gig and put it on youtube,
and you get 80,000,000 hits and are an overnight sensation, each person in the band would get three bucks.
