Dolby volume

This was bound to happen. Replay gain squared built into home consumer devices.
It might have a good influence on the loudness race and since the processing is optional I tend to think it's a good thing.

Sounds like a no-user-intervention version of the Encoder based Dynrng - Dynamic Range Profiling - technology. Worrying.

This was proposed last year, with not a very positive reaction. I've not heard anything further, thought it was dead...

louder quiet parts that are loud when quieter

With all this dynamic range limitation proliferation, I think it would be interesting to see if bands start trying to make quiet parts louder having been influenced by what they are hearing....can you imagine if that reversal turns into an arrangement style?......AWESOME!

(thinking you were asking about calibrating Dolby NR level, as back in simpler days, when all such things were for the sound of it, or at least doing it properly then knowing when to tweak it..)

By the way, I discovered the hard way, a while back, via an excellent Bowie live concert dvd, that most dvd players' "wide" dynamic range is actually full range. Whereas "Normal" mode was still pumping madly. Maybe I'm a late learner, with that.
