Does anyone know who might sell (or manufacture) 1/2U 19" vented blank rack panels?

You can get them from a couple of places. Pro Audio Stash here in the UK do some perforated steel 1/2U blank panels and are able to ship internationally.

It kind of cleans up the desk. I leave spaces between most of my gear for ventilation and leaving a full 1u is kind of a waste of rack real estate. The 1/2u ventilated infill tidies up things a bit IMHO.

I've got a bunch of those Penn 0.5U panels. If only they made the rails that would really suit the offset spacing.

Yes of course, saves losing pencils down the back.
My main rack hasn't got rack nuts so cant do 1/2 spacings.

Yes, the geometry of the the standard rail hole spacing allows every other 1u rack (with the 1/2u rack vents) to fully align. The UBK does not align with the standard holes, the RME unit above it does, etc.

I am going to drill and tap new holes in the rails once I get everything finalized.
