PSP neon linear phase mode

is there any other plugin then PSP NEON (linear phase mode) that makes no
phase changes while EQ manipulations.?

Yes, the Waves Masters Bundle EQ.
But I myself prefer the PSP Neon HR.

Electri-Q and ddmf LP10 come to mind. In linear phase mode you get pre-echo especially in low frequencies, which may or may not matter to you. You can see examples in fader8's page: EQ Artifacts

I've pretty much stopped using Neon in LP mode now... pre-ring gets right on my wick
