I have a DBX 242 which I like for tracking drums but I do feel that there are quite a few plug in eqs that do a better job than the dbx 242 when it comes to mixing.

Thing is, uad-1 stuff costs more than everything outside the box in this list, so I'm not sure it counts as with a cheapness type stuff.

The project pack which just comes with SE stuff is like 400 $. I'd imagine there better than a lot of the stuff even listed here.

If we're talking about EQs, I'd say the project pack (which I own) is much better value if you think you'll have multiple instances of Pultec i.e.
And you'll also have multiple instances of 1176 (SE yes) and the channel strip is good stuff too. I like the EQ, not in love with the compressor tho...
I also have a DBX 242 and I just got an 242 Orban.
Both great, but the UAD Pultec have it's place on mixing stage.
Just my 2cents

On the UAD-1, I actually use the Cambridge a lot...! The Pultec too.

Orban 622 is decent, but the 642 is really a useful unit for not a whole lot more. It gets out of the "cheap" category, but the API 560 is absolutely incredible and IMO a 'world-class' EQ at around $600 for those who've got Lunchboxes.
