Behringer V-TONE BASS BDI21 question

...i just purchased one of these sansamp rip offs and i somehow can not get enough level running the balanced output of the device straight into my Audiofire 12 Soundcard.

Is that normal?

As mentioned ...probably need a preamp. I use one of these into a Mackie 8 Bus and my gain ends up being 1/3 to 1/2. I manage to get decent tone out of it with no problems.
