Peavey Ultra Plus...half of my power section isn't working!

Got this Peavey Ultra plus in the mail.....ugh I wrote the guy a paragraph on how I wanted it packed and nope, just in a box with some extra cardboard around it. The front logo cover was completely detached from the amp when I got it, so it was probably dropped pretty hard...

Regardless I can live with that, what I can't live with is the fact that only the rear two 6L6's are functioning. The heaters on all the tubes come on but there is no signal going through the front pair whatsoever. I even pulled them and played with no difference in sound to confirm it.

I'm also getting a lot of squealing at just moderate gain levels. What would cause half of the power section to not function? This amp does have a half power switch and in half power only one of the rear tubes is on.

And I did try swapping the tubes around and they all work in the rear, so it's not a tube problem.

He did ship it with insurance, should I just go ahead and call it a day, file an insurance claim or buyer dispute on paypal?

hmph...not sure on the problem...but it is possible that it was broken before it came to your door.

i would say do both. file a buyer dispute and the seller will be sure to help you get your insurance claim rolling quickly.
