Like, I can understand a volume pedal, but what about a pedal to increase an outboard effect in a vocal on stage? Is there something like this available currently in this modern world of ours?

Most expression pedals will do that. Most fx units have an expression pedal input. Set it up to control FX wet/dry mix or fx level control.
