I believe it was in the early '90's. It was developed by AVID as a means of moving media between facilities houses, which is why there are data bits for graphics file formats, telecine chain settings and other exlusively picture related areas, as well as audio data...composition, levels, pans, and some plug ins. Beware - there are two versions: 1.0 & 2.0. Version 2.0 has more vision related features, but is not considered (by some audio manufacturers) "pro".
Avid have some info on their website (possibly a white paper), but it takes a fair amount of hunting to nail.
Hope this helps.
Cheers,
Tim

On the 8th day Avid said "Let there be Open Media Format" and it was so.
And Avid said "It is good."

And on the 9th, every audio operator then said
"Which Bozo video editor has totally screwed this sound into near uselessness?"
Whereupon many editors were smitten until they learned to read meters, and could chant the mantra: Leave it ALONE.

Sorry, just the rantings of an operator who has been on the receiving end of some video-dweeb's "creative" audio layup too many times.

Cheers,
Tim
