I have a Voxbox and can attest to its greatness on both vox and bass. I am a bass player and it sounds incredible for for that application, I know some people even refer to it as the 'BassBox' sometimes because of how good it is for that. I doubt you could really go wrong with any of the units mentioned here though.

Coming out of left field, I never used it for vocals, but the best bass sound I've ever gotten was from a Focusrite 430 Mk II.

I'll go ahead and add my opinions in here FWIW. I never liked the Millennia SST-1 on bass personally. I could never find a sweet spot with that compressor on bass. It's more usable on vocals than bass for sure. From your list of options I would suggest the Manley.
Having tried a ton of different setups for bass over the years, if you have around 5k to put into the setup I would highly recommend buying a BAE 1073 w/ eq and a Distressor. You can get a lot of different sounds with that combo for vox and bass. Its not a revolutionary audio chain by any means but it just works really well every time.

I have a pendulum quartet II (serial #007) in perfect condition I'm looking to sell. It has been my desert island/swiss army knife channel strip for many a project, but have other needs in my studio currently that is forcing me to let it go. :(

UA 6176 is a great choice for bass/vocals, on the slighly rounder side of things. Easy to get a good sound with the limited EQ on the unit. For something more aggressive, look elsewhere...

Somebody already mentioned the Focusrite 430. Awesome match with 414. I would go for that one + a REDDI for bass.... Hard to beat.

Empirical Labs Mike-e
Uber flexible, great mic preamp, smokin compressor, and by far the best elec bass DI for tracking i've heard or used.

Given it is not a channel strip but it`s sooooo good on vocals and bass (DI), I seldom if ever have to use EQ. That good. I compress after the fact, but that`s me.

Cdlt | I own both Great River and the Empirical Labs Mike-e
The EL Mike-e is much better for bass DI than the the Great River is for vocals. Plus the Mike-e has a smokin compressor and a germanium-based tape emulation warming circuit built in.
Dont get me wrong, the Great River is a fabulous pre, amazing actually, especially for vocals. But the Mike-e is getting all the elec gtrs and elec bass DI work right now. Buy both and you'll be very pleased.

If you you do not mind about to compress with separate device I suggest you to check out Chandler Channel Mk2. It's absolutely killer on vocal and bass. EQ is just unbeatable in 9 of 10 times! I use it with AEA R84, Peluso 2247LE, Charter Oak E700 with outstanding results. Even my Shure Beta 58A reveals its hidden features quite different.

...and for extra bass goodness, insert an 1176 between the preamp and EQ (adding 4 transformers to your signal chain).
For vocals, The VB plays equally nice with any mic, from SM7 to Brauner.
Not all mics and preamps faithfully follow the dynamics and timbre of a given voice - or instrument - but IMO the Voxbox manages to do just that, possibly even enhance it. Experienced singers & bass players I get to work with tend to agree.
Most tube equipment manufacturers seem to focus on saturation & color. Manley go for fidelity.

Don't rule out the Empirical Labs Mike E, its incredibly versatile, the comp/sat is excellent on bass and vocals. Very transparent. However you say your budget is 5k. Go Manley or Neve/BAE and throw in a good compressor. The UA 1176 has that lovely saturation/compression everyone is looking for. C414 is a beast of a mic.

Rock and funk? That sounds like the Retro Powerstrip to me. I just laid down some 70's style P-bass with it and it may have been the best bass tone I have ever recorded. I'm testing it out on vocals later today. So far I am extremely impressed. For the style you are describing stay away from suggestions like GML. While the GML stuff is awesome, the last thing it is is rock or funk.
