New to this and could use some help

Hi all, my first time here and I'm thrilled to say I own a Neve console!
I have the 48 fader frame Libra Music with a few issues that are preventing me from finalizing the install. I can't get AMS Neve to resond so I thought I'd ask you guys.

It has with seven SSP cards installed with an eighth that needs a little TLC, I think the upgrade mod is loose. Anybody know a reputable service guy who could repair the card and not molest my already thin wallet?

It also came with an IOS rack with no I/O which didn't seem to matter much since I have a Capricorn AD/DA rack (which now needs a new PSU) .

I then added a meter bridge, a four channel 24bit AD/DA card to the IOS and two Libra 16 channel mic pre rack's. This is where my real questions begin.

1. The meter bridge powers on but nobody's home. I was (later) told that I needed to have the ESP equipped rack instead of the SSP equipped rack. That seems odd because I thought the meter bridge option was there from day one even with the SSP's.
As a side note since connecting the meter bridge the fader strips meters have all stopped, could this all be some Encore setup mistake on my part?

2. When I bought the two mic pre racks my thinking was that I would just connect them to the external Capricorn AD/DA rack (or whatever AD/DA I chose in the future) Then reassign the pre's so they are controllable from that MADI port. In short I'm asking is it possible to have the console associate the pre's to another MADI port separate from the IOS? Hmm I just thought of something to try in the Encore setup but I'll leave this query open.

3. I also seem to remember reading in S.O.S. that Neve had released a mic pre rack that looked exactly like the Libra racks and said it was controlled via a laptop without using the SPS, IOS, or MIOS racks.
Are these indeed the same racks as mine being controlled through a USB to RS-232 adaptor, If so where do I get it this marvelous package?
