Tascam ATR 60/8 1/2" help

Does anyone have experience with the tascam atr 60/08 1/2" deck? I've got a week to test one out before I purchase it and am having issues with getting the vu meters to show any activity at all when they're armed for recording. I'm certain I've got a strong signal going into the unit, and everything lights up, reels spin, relays click on for each channel when armed... Short of it is that everything seems to work, except for any signal happening!

Oh yeah, and I've got the power, erase, repro and sync cables attached to the in/out box, so I think I'm all set there.

If anyone has a pdf of the manual they'd like to send me that would be fantastic too.

Also, apologies if this does not belong in 'high end' - I'm thinking this was pretty hi end stuff in it's day, so I posted here.
