Confusion over Dolby Pro Logic II and IIx

Hi,

I'm getting very confused about Dolby Pro Logic II and IIx.

Are they simply decoding algorithms that provides extra decoding for normal Dolby Pro Logic and Dolby Digital encoded streams to make them 6.1 or 7.1, or do you mix and encode specifically for Pro Logic II or IIx?

So basically do they need extra work at the mix/encode stage or are they purely end-user?
