Sounds like a Flexatone, which is a common instrument in any latin percussionist's toolbox. Give it a google image search to see what it looks like.

Here's a web page that has some samples of it:

Yep.
I can't hear it clear enough to rule out a synth patch mimicking a flexatone, but yeah, the most obvious answer is a real flexatone.
It's a hand held percussion device consisting of a thin metal plate. A wooden ball hits the metal plate and you flex the metal resulting in pitch change.
It came to prominence in 70's disco.

The Roland JD-800 has a sound similar to that.

Genesis used it on I Can't Dance. Seen played live here (comes in at 0:35)...

1. listen to The Savage Planet soundtrack from 73
2. listen to Dr. Dre's "Been There Done That" from 96
3. Put the idea of using a flex-a-tone out of your mind forever

Thanks for your reply, if this is the real Charlie I'm a big fan! But I don't think it is a flexatone, flexatone has that tone but it wobbles- this is one pitch that tunes up, it's def a hip hop based sound, but where are they all sampling from

Flexatone doesn't have to wobble. The pitch is controlled by your hand pressure on the metal plate. It can be pure going up in pitch, pure going down in pitch, or wobbling, or all three.
Having said that, the sound in the track linked to sounded so clean and pure, I wondered if it was a synth emulation.

Here's a non-jiggly flexatone sample I found lying around in my libraries.
