Seal: Crazy - Intro?

was that delayed sound that was used at the beginning and throughout the Seal song "Crazy" a guitar with delay or was it some kind of synth effect?

If synth - can anyone give me some tips on reproducing it? I have an application that could really benefit from that type of sound...
