Since I use samples...I generally let my samples dictate what key the song is in...

Why would you have to tune down to play in D? You can play in any key in any tuning

I believe he is referring to drop D tuning. Otherwise the lowest D you would have on a Bass Guitar would be the 10th fret on the 4th string which is not very low at all.
