"Fluffy stuff" above ceiling cloud question

I know Ive read it before, but was just never sure exactly what fluffy stuff is lol. Ive read that putting it above a ceiling cloud helps with low-end absorption.

Is it just commercial insulation from Home Depot/Lowe's? Sorry I grew up in an apt in Honolulu, HI so we never had to deal with it

Is this good?:
EcoTouch R-19 Unfaced 6-1/4 in. x 15 in. x 93 in. Batts in Bag Insulation-BU40 at The Home Depot

Im thinking I want the "batts in bag" so I dont have to wrap them. Does R-19 or R-30 matter?

Anything else I need to consider? My clouds only 4'x4' so I dont need much obviously.
