Attaching Rockwool or equivalent boards to the ceiling

What is the best way for me to dampen the bass noise from a downstairs apartment going up into the hallway. I was thinking of attaching rockwool boards over my entire celing would this be helpful if not is their those quiet celing tiles?

That is only going to help the acoustics inside of your room. For soundproofing you need to use mass which is VERY expensive to do.
