You have a virus. It's typical for the newer ones to disable your taskmanager - that way you cant close it down. I suggest getting norton antivirus or something similar.
if you can do that start in safe mode, find "taskmgr" duplicate it and call it progkiller or something like that. restart your computer and launch the renamed dup. then shut down anything that looks suspicsious. You'll know when you have found it when you can launch task manager again.
