Apogee tech support suggested i set it up like this. and it's been working great.

from the core card, run one digilink to the AD16x. Clocking is set to internal.
use a BNC y-jack from the word clock out of the AD16x to the in of both the DA16x and the 192 which are both set to external.
run a second digilink cable from the accel card to the 192.
in hardware setups, both apogees appear as a single 192. the final i/o 9-16 are set to digital, but they are analog. don't worry.
the apogee's have a slight bit more latency than the digi's.
