Another vote for MARVIN. Works well.
Also DR008 is good if you still have an XP machine lying around to run it on, but it is no longer supported.
You could also try FL's DrumSynth which I believe is coded by the same guy that did the DR008 stuff.
Not sure if this helps because I am not sure what "I want the loudest quantinized sound" means.
