The answer you are looking for is a limiter or compressor.
The reason it isnt louder than commercial released CDs is because commercial CDs have been compressed and limited to achieve a louder sounding mix.
Look up how to use a compressor or limiter if u want to make them louder.

That is the correct answer to the "loudness" question.
To Blue42kilo: bear in mind though that the harder you limit an audio file, the more you eliminate dynamics, i.e. the difference between quiet and loud parts. It means that a carelessly used limiter can easily render your music lifeless and fatiguing to listen to.
