The answer you are looking for is a limiter or compressor.
The reason it isnt louder than commercial released CDs is because commercial CDs have been compressed and limited to achieve a louder sounding mix.
Look up how to use a compressor or limiter if u want to make them louder.

mmmm. eq has just as much to do with it as compression. you can compress the shit out of your track but unless it has the sonic room to go up without clipping then its still not going to get up to a commercial reference.
