That sounds ridiculous to me.
Lenovo thinkpad w530, for example, comes with 320GB 7200RPM drive as standard. You pay $10 more for 500GB/5400RPM, and $40 more for 500GB/7200RPM. Even Apple charges $50 or something to get 7200RPM drive for the same size. I don't know what manufacturer or custom builder you are talking, but it just sounds way out of the stree price FWIW.
