Is my 16 bit interface holding back my sound quality?

Hey all. I run an ISA One into an M-Audio MobilePre into Reaper. In Reaper I set it to 24 bit 44.1, but my 1st generation MobilePre is 16 bit. Does this mean that even though I'm setting it to 24/44.1 in Reaper, that the signal is actually being recorded in 16 bit? If so what does this do to my sound quality and headroom? Is it worth getting a 24 bit interface instead?
