For a start try muting the tracks one at a time to establish if it's just one of the tracks causing it.
It does sound like the combined total of all your tracks is the problem, when you Sum all the tracks they will increase the level, so if you sum 2 tracks that are peaking at -3 the result on the master will be above -3 and so on the more tracks you sum the more level you get..... the clue is in the name.
